Non-lucrative residence is designed for someone who is going to reside in Spain without working, living off their own economic means. Among the requirements demanded by RD 1155/2024 is having health insurance. The key is that this insurance must not be just any policy: it must offer coverage comparable to that provided by the National Health System.
In practice, consulates and immigration offices have been requiring public or private health insurance taken out with an entity authorised to operate in Spain. A travel assistance insurance is not enough: that product is designed for short tourist stays and is not equivalent to a residence health insurance.
Specific requirements the health insurance must meet
Although each office may add nuances, the standard required for the health insurance to cover the requirements of non-lucrative residence usually includes:
- Full coverage throughout Spanish territory, comparable to public healthcare.
- No co-payments: the insured must not pay an additional amount for each medical act. This is one of the most common failings.
- No waiting periods: coverage must be effective from day one, with no waits to access the benefits.
- No capital limit nor low reimbursement caps that leave important benefits out.
- Repatriation included in many cases, at the office's discretion.
- Taken out with an authorised insurance entity to operate in Spain.
Before paying for the policy, ask the insurer for a certificate that expressly states the insurance is "with no co-payments and no waiting periods, with coverage equivalent to public healthcare". That document is what avoids requests for correction.
Health insurance on the student stay: what changes
If your route is not the non-lucrative one but the student stay, insurance is also compulsory, but with nuances. For stays of less than six months, a travel insurance with adequate medical coverage is usually accepted; for stays of six months or more, a more complete health insurance is required, with conditions similar to those of the non-lucrative route (no co-payments or waiting periods).
